Each eBay marketplace that supports the Promoted Listings program has a select set of categories that support the display of Promoted Listings ads (see Category support by marketplace below for the available categories). While expanded marketplace support is coming, the Promoted Listings program is currently supported only on the following eBay marketplaces:

Important! Promoted Listings Advanced (PLA) campaigns are not currently supported in the ES marketplace.
It is also important to note that sellers are required to accept the marketing Terms of Service for each region in which they plan to sell. If the marketing Terms of Service are not accepted, sellers will receive an error when attempting to launch a campaign.
