Why PaidTime is not returned for some transactions?

If the order is paid through an integrated payment method like PayPal, PaidTime is recorded at the time of checkout. However for offline payment methods, like Electronic Fund Transfer, the PaidTime is not recorded at the time of checkout. First the buyer needs to mark the order as paid and then seller needs to mark it as 'Payment Received', through MyeBay. Once these steps are completed, PaidTime is recorded and it will be returned in API response.
