When I call GetOrders for orders placed in the United States I get actualshippingcost returned whereas actualshippingcost does not seem to be returned for the same orders when called with site-id 3(UK). Why ?

UK site doesn't have those features enabled that could return the actualShippingCost so it is expected for UK site to not return the ActualShippingCost.
