I always get the message 713 : "Invalid insurance option for Actual Rate Shipping. Insurance included in S&H is not a valid insurance option for Actual Rate Shipping." with the SendInvoice request as below:

Detailed Description

  ShippingServiceOptions.ShippingInsuranceCost is for an item's calculated shipping while InsuranceFee is for flat shipping only. As a result, you can't specify both properties in the SendInvoice for a given transaction. 

  You should only define one insurance value that corrsponding to the item's shipping type in your SendInvoice api request.

   If you like to send both InsuranceFee and ShippingInsuranceCost in the SendInvoice request, the ShippingInsurance should be always set to 0, however; for reducing unnecessay error, we suggest you only send one insurance property, either InsuranceFee or  InsuranceFee, in your request.
