I am listing with <InsuranceOption>Optional</InsuranceOption>, but eBay shows the Shipping Insurance as
Included (in the shipping and handling cost)
Isn't this a bug ... Why is this happening?

There are shipping services which automatically provide Insurance for Free up to a certain transaction price amount. eBay will automatically account for this, and show the Insurance as "Included" in the shipping and handling cost on the ViewItem page, even if the listing indicated <InsuranceOption>Optional</InsuranceOption>

Detailed Description
There are shipping services which automatically provide Insurance for Free up to a certain transaction price amount.
For example, a number of UPS shipping services automatically provide insurance as noted HERE.
Since UPS provides free insurance for a transaction price of up to $100 for these services, the eBay ViewItem page will show
Shipping insurance
Included (in the shipping and handling cost)
for these services when the highest bid amount (winning amount) is less than $100.
Once this threshold value is exceeded, the ViewItem page will show the following:
Shipping insurance
Optional (based on location and shipping service)
When the free insurance is still in effect, the shipping price that is shown, whether flat or calculated, will not include the InsuranceFee that was specified in the listing.
