 I am getting the following warning in AddItem call, what does the message mean?

 <Errors>
  <ShortMessage>Funds from your sales will be unavailable and show as pending in your PayPal account for a period of time.</ShortMessage>
  <LongMessage>Funds from your sales will be unavailable and show as pending in your PayPal account for a period of time. Learn more: http://cgi6.ebay.com/ws/eBayISAPI.dll?UserPolicyMessaging</LongMessage>
  <ErrorCode>21917236</ErrorCode>
  <SeverityCode>Warning</SeverityCode>
  </Errors>

Summary

This means that the money your seller received will be there, but the seller can't use it for days or until the buyer leaves positive feedback indicating that all is well with the purchase.

Payments from buyers will be available immediately to the sellers who meet all the criteria listed below:
   - It's been more than 90 days since your first successful sale;
   - You've had more than 25 sales transactions; and
   - You've had more than $250 in total sales.

  Please refer to the Update for sellers establishing a track record document.

  The warning message will be always returned to the seller that has not yet met the fulfillment criteria but the item will be listed in eBay with no issue. You will just need to display the Warning and the eBay Update for sellers establishing a track record link to your seller.
