| This feature made available to India and Spain. It was originally released in Q1 2005 to the US and Canada. Some categories in other countries (UK, Australia, Taiwan, France, and French-Belgium) were enabled to use Best Offer in Q1 2005 and this project will expand the number of categories for these countries. Best offer primarily impacts developers with selling applications that use the AddItem and GetItem API calls. eBay developers will also need to expose the new listing durations wherever listing duration information is shown within an application. Best Offer is API enabled for seller features, but not for buyer features. |

| Best Offer enables a prospective Buyer to make a Buy It Now (BIN) offer to a Seller of an item on eBay. The feature applies to Fixed Price format and Store Inventory format items. On the eBay site, sellers indicate whether they want to accept Best Offers from buyers on the SYI form. Once the feature is selected, buyers see a "Submit Best Offer" option below the BIN button on the View Item page. Offers submitted by buyers are for a specific price and quantity, and are only valid for a limited time. At launch of this feature, Best Offers will automatically expire 48 hours after the offer is submitted (or when the listing ends). |

| The Best Offer price can be above or below the BIN price set by the seller. Additionally, the feature is only valid for items with available inventory (e.g., in a multi-item listing, the quantity for which an offer is made cannot exceed the available inventory). Blocked Bidders cannot solicit Seller with an offer. Standard BIN policies apply to Best Offer, and both the Buyer and Seller must qualify for BIN. Sellers must have 10+ Feedback and Buyers must have 0+ on eBay.com in order to make or accept, respectively, an offer. |
