See the blog post on Paperless Payments for details about the change. For categories that support paperless payments only, PaymentSeeDescription is not an allowed payment method. That is, if you pass <PaymentMethods>PaymentSeeDescription</PaymentMethods> in your AddItem request, you will get the warning you describe for most categories. Some of the code samples on this page have not been updated for over a year, so they won't reflect the latest schema or eBay policy changes.
