The start time of the invoice period.

An 'invoice' is the eBay term for the bill that is sent to the seller by the eBay application.

The FeeSettlementReport is based on fees from a given billing cycle for which there is an invoice. The FeeSettlementReport will be generated based on the last available invoice since the specified start time.
