PlaceOffer  

Enables a user to bid (make an offer) on an item or make a best offer. For competitive-bid item listings (Chinese auctions), a user can make a bid. For fixed-price listings (Basic Fixed-Price and eBay Stores Inventory listings), a user can purchase the item.

Before using this call, please carefully review the PlaceOffer Policies and Guidelines in the following section: PlaceOffer Best Practices. The PlaceOffer Policies are required for use of PlaceOffer in the production environment. Please carefully write your application to follow all the PlaceOffer Policies. PlaceOffer is available for evaluation by all in the Sandbox environment. For information about becoming authorized to use PlaceOffer in the Production environment, please contact Developer Relations, developer-relations@ebay.com.

For competitive-bid item listings (Chinese auctions), PlaceOffer submits a bid the item in the listing. As is the case in these competitive-bid listings, a bid placed by another user might be higher than the bid placed using PlaceOffer, in which case the PlaceOffer bid is outbid.

A user may make as many bid offers for a given listing as are needed during the progressive bidding. A bid placed using PlaceOffer is the same as a bid placed on the eBay Web site. For Chinese auctions with a still-active Buy It Now option, a user chooses to use Buy It Now or to bid, and PlaceOffer can be used for either choice.

For fixed-price items (Basic Fixed Price and Stores Inventory), PlaceOffer purchases one or more items at the fixed-price stipulated in the listing by the seller. A user may use PlaceOffer to purchase as many items from a given listing, up to the total number of items offered in the listing. A user could purchase multiple items from the same listing with a single call to PlaceOffer. Or the user can call PlaceOffer multiple times for the same listing, each time purchasing only a single item from the listing.
